Collective Nation 2: Sign Up

I would like to give Canadai credit for this project. This nation will operate along with his, and a few other collective nations. Here is the basics of how a collective nation will be run:

1) Nations can sign up to be official members of the collective nation.
2) Nations can debate daily issues the nation gets, and how the nation will be developed.
3) Nations can propose and vote on how the collective nation will interact with the other collective nations.

But as for "interacting with other collective nations," is that only going to be in RP? If it is, then I won't do this since I'm not that interested in RP-ing. Also, I really don't understand what's the point of having more than one collective nation.
