How to get 8.3 % on every government sphere?

Hello.

Some nations like palestine, we_get_signal and champinia have 8.3 % of government's focus on every sector, which means that government is paying equal amount of attention to every sector...

I have been wondering if these users used some automatic scripts/bots or there is a tutorial somewhere online that tells you which solutions to which issues you should choose to get to this state. Or these users are just very good at mathematics and they calculated how to do so?

Anyways if someone can find a tutorial online, I'd be happy to see it as I would like to create this kind of system for my new nation...

If you look at their main pages, none of those nations has any issues' 'effect' lines given... so presumably they haven't answered any issues, and those equal shares of the government's spending is a default starting situation which they've therefore retained...
