Several mods being busy/away (myself included) meant this hadn't been looked at until now. The WFE uploaded in The Shining Empire would be considered malicious impersonation, so is something we would remove and tell those responsible not to repeat. However, as an apparent one-off, it's not so malicious that we'd hand out further punishment unless it's repeated or escalated.
A related ruling is the "false flag" one: we tolerate "false flag" operations (e.g. invading, couping, liberating or defending a region using the flags of a rival group to cause confusion to your opponents), but we remove these flags as soon as they are reported (without an official warning being attached to that removal - unless repeated or malicious in some other way).
The difference is that the intent of false flag operations is primarily for short-term advantage in an operation, whereas WFE entries like this one are more about causing reputational damage to another group.
tl;dr: no warnings now, but please don't repeat.
