Update: Hopefully some of the nations model their forces or other things with pixel art, would be kind of weird if all other nations used a more realistic art / 3d style.

You could try the kingdom of Alexandria. Are a fantasy rp region where the north is very Viking inspired. It's actor as well but it is very character driven, not nation

The International Democratic Union is an old and well-established region with a Founder who's there to provide protection against 'invasion' but who doesn't meddle with the region's internal democracy (and control of it is actually shared between several long-term & reliable members of the region, for added security). We hold regular elections (open to all WA members who've been present in the region for at least the preceding week) for WA Delegate.
Although the region prefers Democracy we're actually open to nations of other types too, unless they're openly Nazi or blatantly racist.
If all that you want to do is sit quietly and answer your issues then that’s fine, but if you want to be more active then _
Our RMB and forum vary in activity, but new conversations there are welcome as long as they're reasonably polite.
We have a map, which admittedly hasn't been updated for a while but for which we have quite recently appointed a new Cartographer.
If you decide that you'd like to submit any proposals to the GA then we can & will offer help from successful authors in getting your ideas into reasonably good shape before you post them for a wider audience in the GA's own forum.
And if you want to customise your nation's fauna & flora instead of just using a RL country's wildlife then we also have somebody (i.e. me) who can provide [reasonably] scientifically plausible advice about interesting ways in which to do so.

I'm willing to write an RP sample (be it through TG or here on the forums), come in for a test period, answer any questions and so forth. I'd prefer TG replies, although that's more because I like getting TG's.

Basically described Sunalaya, and we have all your points except your last as we are a closed canon region. However you can make your storefronts Sunalaya only and trade with players like that. Other then that you'll like it.
