How do you get rid of "Crime is a problem, because of the country's complete lack of prisons."?

I don't want my nation to have a bad name.

you can always wing it to. something like "we dont have prisons because convicts are immediately executed"

You must have chosen an issue that took away funding for prisons or closed them. Watch for another issue to come through that will allow you to make a choice that gives funding back to it or open more prisons.
