We handed GDU over - not taken. What was that other region you were merging with? All I know so far is:

- CoF
- Someone else

For Now Part of sleeper placement, though, is looking at what may one day be a target, not just what is now a target. What one day may be a target has an attitude like that, while what already is may have a better eye out. if for some reason, some day, you either CTE by inactivity or get DEAT'ed, someone who got in now would be very happy, and set up to strike. Not to mention, there's other things people in positions of power can do, like lead policy and leak secrets. Maybe not region-ending as much as a raid, but still damaging.

"Untouchable" is overconfident, in my opinion.

There are ways to wreck a region without actually gaining the delegacy. In fact, I would argue that those ways are far more damaging and disruptive to a community then a raid ever will be.
