Founded in March 2007 and transitioning to a Republic in July of that year, Europeia has been a long-standing feature within NationStates, and proudly stands as one of the most stable and vibrant democracies within the game. Boasting hundreds of nations and participation from many well-known players throughout its history, the Republic has a reputation for prudent and measured diplomacy, a robust and independent foreign policy, an intriguing and broadly accessible political system, a warm and friendly culture, and one of the best judicial systems in NationStates.

Release the Kraken!

It was election time again recently in Europeia, and with three-term President Anumia not challenging for a fourth, two challengers stood for election to the Goldenblock: Kraketopia with Pope Lexus X as his VP, and Drecq with Elias Greyjoy as his VP. After several days of campaigning and an interesting debate, forty-one Europeians turned out to vote in what started as a very close race. Initial polls showed an almost even split between the two candidates, and early opinions were divided on who would actually take the Goldenblock this term.

However, after several hours of voting it became clear that Kraketopia would become the next President of the Republic, and with a final tally of twenty-five votes to sixteen. Kraken managed to secure his first term as President after only seven months of residence in Europeia. Following his election, his Cabinet of Ministers was confirmed Sunday, May 25th.

President Kraketopia's new Cabinet is as follows:

Following Kraketopia's move from the Senate to the Goldenblock, a by-election was held, with Modern Sin returning to the august body.

In other news, long time Chief Justice and newly-elected VP Pope Lexus X reached the end of his term as CJ and resigned his judicial post to focus on the new job of Vice President. His many efforts to bring Europeian law to newcomers has greatly increased interest in the judiciary and the abilities of those who aspire to practice law within. These efforts include running the Judicial Training Centre where several lectures and workshops have been maintained by him.

Replacing Lexus and outgoing Justice Peaceful Llamas are Anumia and Malashaan. Malashaan is very qualified to serve in this role having previously held several high ranking positions, most recently as Vice President under President Anumia. His past experience includes two terms as Attorney General, eight terms as Senator - seven of those as the Speaker - and a previous term as an Associate Justice. Anumia most recently served as President of the Republic, has multiple terms in the Senate under his belt, and is the longest serving Chief Justice in Europeia. Shortly after the confirmation, the Court announced they had selected Malashaan to serve as Chief Justice.

ELECTION FEVER!

This past month has seen one of the most hotly contested elections in recent history for the Europeian Senate; our senior legislative body. With 10 citizens of all walks of NS life running, confidence was high for a competitive election- to such an extent that the Senate was expanded to 7 members for this term. Many of the elected representatives were long term favourites, but the election was also hotly contested by underdog, and newcomer, Imperium, who came a very close 8th. In a brilliant turn of opportunity, PhDre, one of the elected, gave Imperium the opportunity to fill in for one week- thus confirming the Europeian tradition of support for newer members.

The Elected Senators of Europeia are:

The first business of the newly elected Senate was to choose its Speaker, and after a fairly close vote, the Supreme Chancellor-cum-senator HEM was voted into office. As a sign of an honourable individual, HEM proceeded to appoint the Senator who came second in the race, Modernsin, as his Deputy-Speaker. HEM's campaign had focused on a rejuvenation of the Senate's committee system. This has manifested itself in three key committees;

-Foreign Relations and External Affairs
-Integration and Newcomer Experience
-Culture, Communication and Media

Mousebumples WA NEWS!

Europeian (and active World Assembly member) Mousebumples has had an extraordinary month in repealing legislation in June, adding two more to her overall list of repeals and passed resolutions - bringing her to 19 total passed resolutions.

Mousebumples first repealed the International Criminal Court, highlighting the following issue within the text: "AUTHORIZE the ICC to issue arrest warrants for any person ("wanted person") suspected of these crimes if their home jurisdiction refuses to bring them to justice, unless an extant WA resolution requires they be tried elsewhere;" Furthermore, Mousebumples went on to state the problem: "...International Criminal Court, is limited to only acting within WA member nations or through their actions within their territories." This statement swiftly killed the resolution by repealing it, striking the text from WA law and ceasing the Court's existence, with 60% of voters indicating their support.

On top of that, Mousebumples passed another repeal of The Multilateral Prosecution Act which passed with little opposition, receiving the support of over 75% of voters. In the repeal, Mousebumples swiftly executed the previously passed legislation, dealing blows in every chink of its words by pointing out potential due process issues within the current legislation. It was a truly wondrous repeal that destroyed the previous Act.

If you thought that Mousebumples Mouse-Tastic adventure was over for the month, you were dead wrong. With the unfortunate news of long-serving Europeian World Assembly Delegate Moronist Decisions deciding it's time for him to resign his position due to RL, Mousebumples swiftly stood for candidacy and sailed to an easy victory over Abstain, with the final vote tally recorded at 24 votes to 3. With large shoes to fill, it is very likely that Mousebumples will have another Mouse-tastic month ahead of her.

NAVY SUCCESS!

The Europeian Republican Navy has been involved in several successful operations over the last month:
  • Liberal Haven was liberated on July 13th by a large group of forces centred on the ISRA, the UIAF, and the NPA. Other contributors included the E-Army and contributions from TEP, TRR, and Spiritus. Together we freed the region that had been captured by The Doom Squad with links to Right Wing Uprising.
  • Transilvania was taken on June 25th which marked Kraketopia's first time leading an operation.
  • On June 16th, Aslan was taken by an army of one when Pope Lexus X was inadvertently endorsed by an unsolicited nation in the region.
  • On June 3rd, the ERN continued its staunch opposition to Nazism in NS by assisting The North Pacific and UIAF in the occupation of Nazi Europe, being joined also by The Imperial Sovereign Realms Army of Osiris and Balder, Kantrias, Lone Wolves United and Mazeria.

Kraken Maintains His Tentacled Grip On the Goldenblock

Kraketopia has seen himself earn a second term as President of the Republic, receiving 62.5% of the votes in a slight increase on his first term electoral victory. Running again with his Vice President Pope Lexus X, the pair were nobly challenged by a team-up of Ogastein and Common-Sense Politics.

The incumbent victor ran on a platform of dividing the internal labour of the Interior Ministry to provide for more specific foci on the two main areas of recruitment and retention, continuing with the professionalisation of the Europeian Foreign Service, expanding domestic education on foreign policy, greater presentation and explanation of our foreign policy abroad, expanded efforts to forge lasting social bonds between citizens, and a program to reach out to nations on the Regional Message Board to get more people involved in the affairs of our region.

This election campaign saw a burgeoning of political activity as predicted and expected from months earlier, due to a boom in newcomer numbers and participation, and a general desire amongst the populace to increase internal political engagement. Though debates and discussions saw candidates assertively pressing their plans, both ran solid, clean campaigns, and overall the region has seen a strong upswing in activity around election time.

The President saw his entire Cabinet approved by the Senate, and they have begun work with enthusiasm. His Cabinet is as follows:

Philosophy Symposium

On the week of July 23rd, Europeia witnessed a great amount of rants and debates formed in its first ever Philosophy Symposium, which was a big success drawing crowds of foreigners and Europeians alike. Such a success that nearly a week after the event has ended, debates and riddles are still occurring, as if it is an endless cycle. What we don't know is if Europeia will ever leave the Symposium, but what we do know is that these debates leaked into the minds of non-participating Europeians, causing a spew of debates in multiple forums.

The Symposium was filled with different types of riddles, debates, and an Ale House (where Turtle Cake-Soup was cooked and freshly eaten). Some of the debates included: Does free will exist? Is morality real? What is the nature of justice? Is crying a sign of weakness? Are turtles mighty, extraterrestrial animals? Most of these debates were not answered outright, rather, these debates continued for days on end with counter-strikes being sent for every argument. Everyone yelled and nobody is the same.

The other half of the Symposium was Plato's Party, where riddles were told, an Ale House was located, and different puzzles to train Europeans to become super-humans. Here's a riddle for you: A man receives a phone call from a stranger telling him what horse will win tomorrow's race. The man laughing it off but being curious puts $5 on that horse, and it wins. A week later the same stranger calls and tells him what horse will win the next day's race. The man bets again, this time $100, just to see if it'll work. The horse wins, and the man is baffled. The stranger calls a third time and tells him which horse will win, and the man bets $500. The horse wins, and the man is amazed. A week later the stranger calls again, and tells him that he'll tell the man the winning horse, but only if the man pays him $50,000. The man pays, goes to the track, puts his life savings on the horse, and loses.

What happened?

Ovation of r3naissanc3r

The highest Honour in Europeia was awarded to r3n on August 2nd, after he was nominated by the President and confirmed by the Senate. Currently Chief of Staff, r3n also serves as an Administrator in Europeia. One of the largest factors in the Ovation was r3n's consistent helpfulness in all areas of Europeia, providing support to a number of Ministries and individual citizens. r3n is an asset to Europeia, and his Ovation was well deserved.

Europeia's WA Delegate, Mousebumples, emphasised r3n's role in our community:

"r3n has been very helpful to me - and without his assistance (both in terms of being a sounding board ... and in terms of his admin/coding capabilities), I don't think that my term as Minister of the Interior would have been nearly as successful. He's been a great help on so many levels throughout the past months, and I'm sure even if I tried to list them all, I'd inevitably forget ... more than a few things he's done.

He's earned this ovation many, many times over - and I'm honestly surprised that it hadn't been previously awarded."

Following the Ovation, the Ministry of Culture organised a celebratory event. The Ovation party included games, honours, and a place to look back on r3n and some of his greatest quotes (and quotes about him). Europeia thanks r3n for his continued service to the region and hopes he will remain with us... forever. Image

Formal Complaint to TSP

It is with regret that the Republic of Europeia must issue a formal complaint to The South Pacific for their conduct regarding the hosting of a joint convention on Independence.

On August 17th, the Republic invited The South Pacific to co-host with us an interregional convention on Independence, tentatively scheduled for the first week of September. We chose to offer this privilege to The South Pacific based on our pre-existing strong friendship and our shared identity as among the pre-eminent Independent regions in NationStates; and with a desire to further build upon these elements. The South Pacific accepted our invitation and we began working on the preparations, along with our mutual independent allies in The North Pacific and Balder.

Three days after accepting our invitation, The South Pacific announced their participation in another interregional conference, scheduled to be held in Lazarus during the same period as our joint conference. Furthermore, it became apparent through statements by Minister of Foreign Affairs Glen-Rhodes that The South Pacific considered the Lazarus conference their first and immediate foreign affairs priority. Despite the scheduling conflict with and the change of focus away from conference we agreed to co-host, The South Pacific did not consult or provide any prior notice to the Republic, severely hampering our ability to organize a successful conference. Additionally, The South Pacific's choice to prioritize another conference over the one they had committed to host themselves critically compromised the agenda and potential impact of our joint convention: the convention hosts themselves effectively relegated it to a second-rate diplomatic venue. These actions demonstrated a complete lack of diplomatic professionalism, and recklessness and disdain towards what was meant to be a collaborative endeavor between two close allies.

Following these events, we tried to resolve the issue with The South Pacific, and communicated our concerns to Delegate Kringalia and Minister of Foreign Affairs Glen-Rhodes on August 21st and 22nd, respectively. However, these efforts have been in vain. Seventeen days after our original communication, the Republic has yet to be provided with a sufficient answer as to whether The South Pacific is willing to remedy the situation. This excessive stalling, and the fact that the Lazarus conference is now already in progress with The South Pacific attending normally, indicate that The South Pacific was unwilling to cooperate from the beginning.

The actions by The South Pacific have now made the initial plans for our Independence convention impossible, shattering an opportunity to bring our two regions closer together. As a result, the Republic is now forced to withdraw its invitation. The convention on Independence will no longer be held in The South Pacific.

The Republic has always proudly stood by our allies in The South Pacific. Especially during their largest crisis in recent times, when The South Pacific was couped by the founder of the regime hosting the conference they now chose to prioritize, we provided them with our unwavering military and diplomatic support. The South Pacific’s contempt and negligence during the past few weeks have made us question their commitment to this friendship and our shared Independent identity. We expect The South Pacific will take steps to prove that they value the Republic's support, as it is not something we give lightly.

As President of Europeia, I am pleased and proud to announce the finalization of The Independent Manifesto. The result of much hard work at the Independence Convention by delegates from many regions, The Independent Manifesto lays out the basic principles and values of Independent regions. These principles have existed for some years now, but this is the first time that those principles have been encapsulated in a single document. It was an honor for Europeia to host the Independence Convention and we look forward to continuing to work with all of the regions that participated. We do not consider this to be an end, but rather a beginning. We invite any other region that identify as Independent to sign the Manifesto as well. We will be hosting it in our archive and will welcome representatives from any region that wishes to consider signing at our forum.



The Independent Manifesto


We, the undersigned governments; cognizant of our shared identity as Independent regions; committed to elaborating and clarifying the common elements that characterize Independence; and determined to promoted our shared ideals and objectives in the NationStates world; do hereby affirm:

Identity

I. An Independent region is characterized by its emphasis on a strong and vibrant internal community and a political system that encourages stability, participation and growth. Regional life and identity are driven primarily by the political and cultural elements of the region, and not by a focus on military activity for its own sake.

II. An Independent region rejects the Raider/Defender dichotomy and does not take a position in the middle of the spectrum. An Independent region instead identifies separate, more complex and nuanced, interests for their community, which do not fit in the Raider/Defender dichotomy, such as: maximizing regional activity and stability; increasing the region’s influence and impact in the interregional stage; developing strong ties with like-minded communities and regions; and protecting the sovereignty of friendly and aligned regions.

III. An Imperialist region is functionally also an Independent region in terms of possessing the characteristics outlined in this statement. However, Imperialist regions have additional characteristics that do not apply to all Independent regions, and Independent and Imperialist regions have had at periods separate historical traditions, despite sharing common origins.

Diplomacy

IV. An Independent region adopts a pragmatic approach towards diplomacy. An Independent region’s diplomacy is not guided by dogmatism or intransigence. The ultimate objective of an Independent region’s diplomacy is to maximize utility for the region, as defined by the regional interests. Therefore, the fundamental principle of an Independent region’s foreign policy is the rational evaluation of decisions on an issue-by-issue basis, based on how they serve the regional interests.

V. An Independent region has a vested interest in pursuing an active and prolific foreign policy, staying at the forefront of the interregional diplomatic scene. An Independent region does not a priori or universally favor neutral or moderate positions, and does not shy away from engaging in interregional events.

VI. An Independent region is not averse to collaborating with Raider, Defender, or other regions that do not subscribe to the Independent ideology. Such collaboration can exist on the basis of shared mutually beneficial interests, and on the condition that the other parties will acknowledge and respect the Independent region’s freedom to act in any capacity its self-interests dictate, and will not try to impose their own ideology on the Independent region.

Military

VII. An Independent military is an instrument of foreign policy, at the disposal of the government of the Independent region. An Independent region is not averse to using its Independent military, and does not recognize any external and universal moralistic elements as dictating the use of its Independent military. Rather, an Independent region employs its Independent military in order to effect the military objectives dictated by the region’s diplomatic interests, and in any way necessary to achieve these objectives. This includes offensive, defensive, reinforcement, or refounding operations.

VIII. An Independent military does not a priori and universally take a position against any type of military operations for external moralistic reasons, nor does it commit to conducting a single type of military operations for its own sake. Furthermore, an Independent military is not under any burden to try to balance the amount of operations of different kinds. Rather, decisions and guidelines on the types of military operations an Independent military may execute are adopted on the basis of regional interests and can be reevaluated on a case-specific basis.

IX. An Independent region has a vested interest in maintaining an active and versatile Independent military, capable of executing both offensive and defensive military operations. An Independent military endeavors to participate in military operations of all kinds that are appropriate for training purposes: missions representing realistic military conditions and which do not constitute hostilities against other gameplay regions.

I was very happy with the level of debate that took place, and with the final work. I think this sets a great definition of Independence to move forward with.

Congratulations on what appears to have been a very successful conference.

There are a few points in this document that I take issue with, but probably the most striking is this one:

It seems to me that in NationStates, given the mechanics of the game, a region could very reasonably determine that it isn't in its interests to ever execute offensive military operations. If conflict arises with another Gameplay region, that region is very likely going to have a Founder and be impervious to offensive military action. A region could very well determine that it doesn't need to be capable of conducting offensive military operations at all, as it will likely never have occasion to do so against a region that is actually vulnerable.

The next issue is endeavoring "to participate in military operations of all kinds." Again, why must an independent region's military do this? Even if we accept that an independent region should be prepared to execute offensive action, which I don't, an independent region could be prepared to do that without actually training for such operations through arbitrary invasions. The mechanics of invading and defending are very similar -- a military that only, or primarily, defends, will be prepared to invade. Just as the independent regions that primarily invade argue that their training invasions prepare them for defensive operations as well.

This is not even to mention the document's broader problem, that it has excluded any region that doesn't engage in military action from being an independent region. Can someone explain why a region can't reasonably determine that it's in its interests not to engage in military action of any kind?

For all the talk of non-ideological independence, this looks quite a bit like an ideology to me. Many arguments in this document are just taken for granted without actually explaining why an independent region must do these things. That is, in fact, an ideology, and a fairly dogmatic one.

Uh, great? I'm asking serious questions here, and in a civil manner, aimed at actually understanding this document. I'm sure I'm not the only one who has such questions about the document's arguments, but if you just wanted to put out a document to sit there, look pretty, and get glowing reviews from those who co-wrote it, I'm not sure why it's posted in Gameplay.

Looks good at first look, but I don't know about point IX, mostly because I think there are independent regions who don't really have a desire to maintain an army, whether it acts on situations by a case-by-case basis or not.

EDIT: I don't know if anything akin to this has been raised by earlier posts. I didn't read them.
