Any idea of how to get people involved in a RP post without being obnoxious?

Don't be obnoxious?
All you can do is provide breadcrumbs and hooks, the fish will come by themselves, but it's up to them whether they bite or not. Consider upgrading your bait. If they're stealing your bait but you're getting no fish (showing interest but not posting) maybe you need a better hook?
...I could use some tips on how to make better hooks myself ._.

Activity brings activity. Which is a chronic problems in newer RPs. People don't want to join because nothing's going on but nothing is going on because no one will join. Find a single person who is willing to be consistent with you and just go for it.
