How many nations can one player have?

How many nations can one player have? I have one now but I'd like to create a few more.

Go ahead and create a few more. There has never been a need to set a hard maximum. Just make sure no more than one of them is in the WA.

It is usually considered bad taste to create a heap of nations all for the one region just to prop up its apparent size, or to use them all to vote in regional polls, but beyond that, you should feel free to make as many nations as you like, and as many of which you can keep track.
