I'm more referring to a general 18+ atmosphere than casual racism in particular, but that's still not new.

Making racist comments in raid chat will get you beat.
Calling someone a zenophile will get ypu applauded. Same goes for sexist remarks.

Gameplay turned "family friendly". In my opinion, the RP community usually is more adult than Gameplay's communities. I think it's because there's a political liability for what people say even on IRC and Skype and MSN, so Gameplay has naturally just become more self-disciplined.
There was a point in the UDL where I couldn't trust anyone with what I said - not on skype or MSN or IRC, didn't matter how personal the situation was, an off-colour comment would end up on the Official Forums within twelve hours. With the wrong context, you can spin just about anyone to be a sexist, a racist, a violent individual, a zealous crazy person etc.
That lack of privacy drove me kind of crazy and it required me to be more disciplined over time. It was strange circumstances where the UDL was so strapped for volunteers and good PR, while anyone could swing a termination of services as being a "vile political move against ______ers", that I was never able to just kick someone out who we almost certainly knew was leaking information to the presses and trying to force a leadership change that would be favorable to them. So we had to play a wait-and-see game where we all pretended to be their friends and kept our private conversations sanitized.
Honestly, the best ploy is just giving most things the silent treatment, but the problem with that is you get accused of being inactive outside of the organization, which was basically the only thing I wasn't accused of, by my enemies. However, Todd McCloud accused me of being inactive in his recent campaign against my delegacy - so that's only half true.
