THE OFFICIAL CONSTITUTION OF SLAVIA:
I. Fundamental PrinciplesArt. 1
(1) Slavia is a region which recognizes all the sovereign states within it.
(2) The Constitution shall be the supreme law, and no other law shall contravene it.
Art. 2
(1) The official languages of Slavia are English and all the Slavic languages.
(2) All nations are welcome in Slavia, regardless of their heritage or background. (With the exception of those nations whose names, flags, or principles are offensive, minutely or strongly.)
Art. 3
(1) The Region of Slavia shall be governed by executive order from the founder, other high-ranking officials, and both the executive and Parliament. The rule of law will shall influence the decisions made by the government in a profound way.
(2) The Region of Slavia shall guarantee the life, dignity, safety and rights of the individual and shall create conditions conducive to the free development of the individual and of civil society.
II. Fundamental Rights and Duties of the CitizensArt. 4
(1) Citizenship shall be granted to all the people living within the nations of the Region of Slavia.
(2) All citizens are born free and equal in dignity and rights. All citizens shall be equal before the law. There shall be no privileges or restriction of rights on the grounds of race, gender, national or social origin, religion, education, personal or social status or property status.
Art. 5
(1) Nations that mindlessly condemn the rule of the government and/or the executive order without sensible rationality can be classified as offenders, and charged with Low-Level Treason.
(2) There will be freedom of speech, with the following exceptions: Obscene content, threatening content, content that insults the people of Slavia, content that insults the administration of Slavia and spam.
Art.
Any act of treason, whether it be Low-level, Mid-Level, or High-Level, may result in the offender being banned and/or ejected from Slavia, depending on the situation.
III. Regional Government StructureArt. 7
(1) All elections, regional and local referendums shall be held on the basis of universal, equal and direct suffrage by optional secret ballot.
(2) The power of the region shall be divided between the Parliament and executive branches.
Art. 8
The Parliament are formed through popular vote, and by appointment. If council members fail to represent the people they can be disbanded again through voting, or executive intervention.
Art. 9
(1) The Founder and WAD of the Region has the power to take control of all the branches in case of a regional status of emergency.
Art. 10
(1) Any nation can become World Assembly Delegate, by receiving the greatest number of votes in a WAD election.
(2) The World Assembly delegate can ban any nations, with a valid reason.
Art.
The members of the executive government of Slavia will not be guaranteed term lengths. This measure is in place to protect democracy in Slavia.
IV.ParliamentArt. 12
(1) The Parliament shall be vested with the legislative authority and shall exercise a form of parliamentary control.
(2) The Parliament shall consist of parties supporting different political views.
Art. 13
(1) All members of all the Parliament have to obey the law, and have no diplomatic immunity.
(2) Parliament members can schedule votes on different legislations.
Art. 15
Should a Parliament member act irrationally or with severe rudeness towards the people, the regional government, or the administration of Slavia, the council member may be removed by the founder and/or the WA delegate.
V. Executive CouncilArt. 16
(1)The Executive council can advise the legislations passed by the Parliament, but can not effect it's outcome.
Art. 17
(1) The Executive Council works for the benefit of the people.
Art. 18
The Executive Council shall conduct regional domestic and foreign policy in accordance to the Constitution and the laws.
VII. Self-Government AdministrationArt. 19
All the nations within the Region shall have self-government, and constitutions. However, all of the activities and actions made by the nations within Slavia must be with accordance to this constitution. If this is not obeyed those nations will be punished accordingly, and depending on the situation, banned.
Art. 20
(1) The Region of Slavia will be divided into nations which have their own customs, religions and culture that are protected and cherished.
(2) All the nations within Slavia are independent, however all work for the benefit of the people and the Region
VIII. Slavian Intelligence Service.Art. 21
(1) The Slavian Intelligence Service is not subject to accordance with any single person or group of people.
(2) The Slavian Intelligence Service is controlled and maintained by the Founder, the WA Delegate, and possibly members from the executive council.
(3) The Slavian Intelligence Service works to ensure the security of the nations within Slavia, and enforces the law upon all nations.
(4) The Slavian Intelligence Service is not obligate under any means to share its activity or intelligence with any nation outside of the agency.
(5) The Slavian Intelligence Service must respect Slavian citizens right to privacy.
IX. Military AffairsArt. 22
(1) Operations shall be conducted in accordance to the following steps: Proposal, Research, Approval, Preparation, and Execution
(2) Any military operation must be approved by the Founder, and WA Delegate.
(3) Any nation in Slavia may propose an operation
(4) All WA nations are free to participate in defense missions, with the individual consent of the founder.
(5) Once successfully liberated/defended by Slavia, a region is subject to to de-tagging and then re-establishing it in native ownership.
X. TreasonArt. 23
(1)Treason is considered a heavy-crime, and any nation who commits treason will be punished.
(2) Treason is divided into three classifications: Low-Level Treason, Mid-Level Treason, and High-Level Treason.
Art. 24
(1) Low-Level Treason is punishable by formal condemnation by the founder, WA Delegate, and President, and/or by loss of any government positions or rankings that the offender is associated with.
(2) Mid-Level Treason is punishable by loss of any government positions or rankings that the offender is associated with, and/or ejection.
(3) High-Level Treason is punishable by ejection and/or banning.
XI. Regional SymbolsArt. 25
The official symbols of Slavia are lawfully subject to change and altercation with the approval of the founder.
Art. 26
(1) The official symbols of Slavia may not be insulted by any single nation or group of nations.
(2) Insulting the official symbols of Slavia is classified as Low-Level Treason, punishable by ejection or banning, depending on the situation.
XII. Political Parties of SlaviaArt. 1
(1)Political parties may be formed with the approval of the Founder and WA Delegate
(2)Political parties are subject to disbanding if unlawful actions are taken by the member(s) of that political party.
Art. 2
(1)Political Parties may be proposed by any member of Slavia.
(2)The disbanding of a political party may be proposed by an member of the regional government.
Art. 3
(1)A majority may be declared by the party holding over 35% of all the party members combined, including those of the majority party.
(2)Each party shall not have any more rights than the other political parties.
(3)Each Party shall not receive any benefits or advantages over the other political parties.
