In regards to the suggestion, I do believe I've played an Atwar game with the nations of Mordor on one of the Middle Earth maps. Oh mighty defenderon, let this region rise back to a place of unparalleled glory.

Dawn of the Second Age of Mordor

The fires of Mordor burn brightly once more; high in the tower of Barad-Dûr, the Dark Lord Sauron calls the all the evil in the world to his side so that he may rule the free peoples of NationStates once more. The allure of the One Ring's power is too much for the foul creatures of Mordor to resist, all came at its call and its promise of reward.

In his infinite wisdom, the Dark Lord called forth his most trusted servants to decide upon the greatest way to repopulate Mordor and to rearm His armies; for many days and nights, these servants of Evil wrangled over the issue until, by unanimous decision, it was clear that the one thing prospective Mordorians craved was a prolonged meme recruitment campaign. At the Dark Lord's Order, great horns twice the size of the Horn of Helm Hammerhand were placed on the borders of Mordor with a continuous drone subliminally informing all that come near that whilst they may not be able to simply walk into Mordor, they are still ordered to heed his call.

Within mere months of His Malevolence's signal, the population of Mordor has soared to 180 nations, full of subjects captivated by their Dark Lord's call for submission. The Dark Lord's Fell Beasts have blackened the skies of Mordor as they lift nation after nation over the Black gates to settle inside Mordor, after all One Does Not Simply Walk Into Mordor, yet more come every day.

Mouth of Sauron Chosen
After intensive debate, the denizens of Mordor voted to pass the Mouth of Sauron act, creating the position that would be granted the regional delegacy. Mordor soon named Neop as its Mouth of Sauron, a denizen who aim the region in the right direction during one of its key moments.

The Council of Elrond

In what turned out to be a thrilling game of Mafia, the Council of Elrond convened at the request of the Lord Elrond in Rivendell to discuss the threat the Dark Lord and his servants faced. Ten High Elves gathered to hear Lord Elrond's thoughts and to debate on the best action to take so as to deal with the threat from the Dark Lord, The Great Eye sees all and the evil of Mordor became aware of Lord Elrond's intention, Sauron used all of his dark power to pervert the minds of two of the High Elves. As the Elves sat to discuss the future of Middle Earth, the newly recruited agents of Sauron turned against their own kind and began to pick them off one by one.

After the arduous task of electing Pergamon of the Valinor Elves to be the leader of the Council, the High Elves retired for the night, little did they know that one of them would not be returning the next day, cowardly murdered in their sleep by their once trusted friends. Alancar of Rivendell had been brutally murdered. Shocked, the council elected to continue discussions so that Sauron could be stopped once and for all. Only after the slaying of Benevolent Thomas from the Grey Havens was the final agent of Sauron discovered through the power of Elrond's ring. Kzaria from Beleriand and Malkir of Mirkwood were summarily put to death for dishonouring all Elves and creatures of Middle Earth.

True followers will acknowledge Sauron's rule over all founderless regions, hence the need to protect them. Truly evil and glorious.
