The first issues were the original 30 that Max wrote when the game was first made (neatly listed in full here.)
People think it's annoying when they get repeat issues now, imagine how bad the repeating was when all we had was those 30 in the issues pool!

If one was elected delegate of a region at the end of a unusually long-running/slow major update, they could be elected around 1:07ish am est, and if followed immediately by an unusually short minor update, lose the position closer to 12:53 est, more around 11 hours, 45 minutes-ish But those are some of the more extreme update times I've personally witnessed while riding them, and never back to back.
