The USK fully supports this ban and we will fully continue to tighten our laws that ban Child Pornography. Currently, a life sentence is being debated among USK legislation.

Lumeau wrote:It warms my heart to know you advocate throwing kids in jail for their own private decisions.

"Your Excellency, making child pornography available to the public may be a decision made in private, but the consequences certainly aren't. It's fine and dandy to roam about your house naked - choosing to do so is a private decision, but the actions also remain in private. Showing off your private parts around the town may also be the result of a decision made in private, but that doesn't mean I can take off my clothes in a restaurant with impunity either."

Lumeau wrote:Rest assured, if this resolution passes, the penalty in Lumeau for the conduct I described in my original post will be a monetary fine roughly equal to the cost of a bag of chips, and that our Department of Prosecutions and police will be told to give this the absolute lowest enforcement priority.

MANDATES that nations treat violations of this resolution as criminal offenses, and proceed accordingly.

"You would need to be consistent then and reduce the penalties for other criminal offenses as well."

"Ahh, quorum. Despite the "think of the children" debate that I was hoping to avoid showing up at the end, I'm happy I can stop acting on the supporters side of child pornography. I hope it passes though, we don't want a repeat of what happened to Wrapper's previous representative....."

Never once did we consider you to be on the side of child pornography. Someone must, even for proposals like this, play devil's advocate, and you and others did a fine job in doing so. We applaud and thank all of you for your efforts!

Wrapper wrote: If we were advocating harsh sentences for all people who violated this law, including 13-year-olds who posted these materials, that would be draconian. The mere criminalization of it, without even specifying a penalty, is not.

This seems to be a fair observation. We will legislate accordingly if this passes.

"We approve of this resolution going through. The draft is precise, eloquent, and has seemingly thought of many different possibilities where the ban would be called into question on specifics. We hope this passes and we, the representatives of Hakio, hereby issue this seal of approval."

The Free State of New Market will support this resolution as it currently stands. Though we do not have the same laws on the age of majority as many other nations, we recognize child abuse through the use of pornography is a scourge that must be stopped.

A question has arisen during our regional discussion:
I'd appreciate it if someone could please offer some examples of both the "private" and "public" transmission of recordings. In this context [clarification 4] I'm not sure I know just what that means.

Thank you.

Intended examples:

Private: you e-mail a picture or video of yourself to a family member, lover, classmate, etc. Or you videotape yourself and keep it in your living room, where a loved one can legally view it. One could even argue that viewing it in a hotel room, where there is an expectation of privacy, would also be private.

Public: you post a picture or video of yourself on the internet or some other network. Or you show a videotape in a public setting such as a theater or on a device in any public area (cell phone on subway car, AV club at school). One could even argue that passing around video of an ex-lover to all your buddies would make this public.

Ari and Ahume approach the podium. They are followed closely by an elderly lady, who is dressed outlandishly -- a rainbow-colored, floor-length skirt with short, peacock-like feathers around the waist, a soft lime blouse with two columns of silvery buttons, and an oversized hat that resembles some sort of horned bird in great distress. The woman, now flanked by the ambassador and the deputy ambassador, approaches the microphone, removes her garish hat, handing it to Ahume, clears her throat softly, and begins to speak in a stilted tone.

Ambassadors of the General Assembly:

My name is Wad Emma Duen, President of the Puddle Jumping Wads of Wrapper. We have asked to speak on behalf of our delegation today, on this momentous occasion, as our proposed ban on child pornography goes to vote shortly. Our Ambassador, Wad Ari Alaz, and our Deputy Ambassador, Wad Ahume Orliss-Dorke, have worked tirelessly to craft this resolution, to campaign for its approval by the delegates, and have even stooped so low as to shake hands and kiss babies -- that's the President's job, you silly Wads! Ha ha!

Ari and Ahume laugh softly and uncomfortably at the president's "joke". Why oh why did
I agree to let her speak, Ari thinks to himself as she continues.

But, ambassadors, child pornography is no laughing matter. We applaud the General Assembly's work in protecting children, from laboring in hazardous conditions, from illegal guns, and from physical and emotional abuse, including sexual abuse. The passage of this ban will allow us to go further: to prevent the discreet filming of children as they explore their own sexuality; to prevent the import or export of child pornography; and to BAN the production, sale and possession of child pornography. We thank the World Assembly regional delegates for approving this resolution, allowing it to come to vote, and we implore each and every World Assembly ambassador to... to...

She wipes away an imaginary tear. Oh, thinks Ari, THIS is why I let her speak. Damn, she's good.

...to THINK OF THE CHILDREN! Ambassadors, we ask you, now, to continue to protect the children of the universe, and to punish those who would exploit the small, the powerless, the innocent, the easily manipulated. We ask you to end this atrocity once and for all, and vote in favor of this Child Pornography Ban. We thank you, our delegation thanks you, and the children of the world, YOUR children, thank you for your vote, and your support!

There is a brief flash of light, and the president disappears. Ari nods, thinking, well done, you old bitch, well done. Ahume stands there, dumbfounded, looks down toward his hands and thinks, oh crap, what the hell am I going to do with another one of these stupid fucking hats?

Hmm. If the Ambassador from Christian Democrats is in favour of this resolution then it is necessary for my delegation to further inspect the resolution before voting. Perhaps there was something we missed.

If I may speak personally to Wad Ari Alaz for a moment, I would like to say thank you for your commitment to helping the rights of trillions with this bill. Now, apparently the higher ups are attempting to plan some honorary medal, something like "The Hakio Peace Medal" or something like that. Since, I'm too much of a snarky asshole to get anything done, so I might just send in a word to the top about you and this groundbreaking bill of yours. I dunno, maybe it's this new doobie the hippies gave me but I like you ... and now I want some chips. Fuck.

"I thought you were going to go sober." Interrupts her secretary.

Fuck off Dave and get me some chips and PsychoCola.

We can not support this until you rectify this "including the visual recording of nude children primarily for sexual purposes." the use of the word "primarily" will make it illegal for parents to video tape, photograph or similar their young children while they are out running and playing in the nude.
I don't know how it is in your nation, but here it's perfectly normal for weary young children to be nude during the summer.

I propose the rewording to be "including the visual recording of nude children for sexual purposes or pornographic purposes."
Why "pornographic purposes", simple an individual could claim to be straight and not shooting for sexual purposes, that way avoiding the law.

"If parents of your nation would use such recordings primarily for sexual purposes, then I would suggest you have more of an issue in your nation than this draft. That said, I would guess you missed exemption number two.

I cannot support this, as the rights of travelers..." Clover turned away, as something was whispered to her by her intern. "Oh, right, were at vote. Then I can stop playing the other side. Supported."
