Membership is voluntary. Nations resign all the time but don't need to announce it to the WA. Voting is also voluntary. Many members abstain from voting. There's no compulsion for you to do either, but if you remain a member and don't vote, you'll still be subject to the resolutions voted in.

Actually it does apply to landlocked nations, since if they happened to have any vessels in another nation's waters (they sailed to the sea via river or whatever), they would be required to respect that nation's jurisdiction and sovereignty. Nations can be compliant even if the law is non-applicable.
